The problem is that most people believe in the concept of coercive education, which doesn't work and actually does a great deal of intellectual and psychological harm. The other problem is that those who promote coercive education see only anarchy as the alternative. The middle ground leaves these naive "black-and-white" idealistic worlds and explores a large variety of "grey" realistic worlds which acknowledge human freedom and diversity. I favor learner-initiated systems, with teacher facilitation, results-based rewarding schemes, etc.
Obviously, students should be taught to turn their cell phones off when in meetings (like class), but all of these electronics are very useful and appropriate in a variety of situations.
